Use sharp sand to smooth out undulation over a suitable compacted sub base (MOT type1 or similar) at a depth of 10 cm. A permeable membrane may be laid under to deter weed growth.

Heavy vehicle traffic

Lay sharp sand to smooth out undulations over a suitable compacted sub base (MOT type1 or similar) at a depth of 15 - 20 cm.
